If you guys didn’t know, a mafia does exist. I have a waste management startup which built a proper system for waste collection and management but had to halt operations due to this mafia. I might be in trouble for telling this out but ill explain the game. If there’s a proper waste mangled system, 1) a lot if property value will go up.
There are areas where theres huge waste pile, this keep the prices low and there are folks who has an eye on it. Once the owner cant find a buyer, they buy it for cheapr price and then clear the waste from the area, increasing the price of property.
2) A huge amount is soend monthly on clearing waste. If there is a proper waste management system, the additional cost the govt spend in the name of cleaning will be gone. 
3) waste pile helps the city spend additional amounts and keep the city in control. 

These are few reasons why the mafia wont let yousolve this issue. They day this city becomes clean, the revenue source and control of this mafia will be done.

These garbage mafia collects money from the govt to manage garbage, then they also expcto societies, apartments and invidual houses to pay them a hafta aka bribe aka tips in 100s to 1000s per week or per month depending ont he size of the society/apartment/house do take out the garbage for which govt is already paying them. In bengaluru, now the current govt has directed the police to charge &amp; file cases against any additional collection of money from societies/apartments/houses to take out the garbage, also has ordered that every month the workers have to get paid, else there is a penalty. This has irked the garbage mafia because it isnt allowing them to loot the citizens of bengaluru and also exploit the poor dalit workers who do garbage collection.
